السعر في صفحة المنتج ليس كل القصة عند الطلب من الخارج. هناك الضريبة، وقد تكون هناك رسوم جمركية ومقابل خدمات، ومدة شحن أطول، وإرجاع أصعب. هذا ما تقوله الجهات الرسمية، وما تراجعه قبل الدفع.
عندما تطلب من علي إكسبرس أو أي متجر خارج المملكة، المبلغ النهائي قد يتكون من أكثر من سعر المنتج: الشحن، وضريبة القيمة المضافة، وربما رسوم جمركية ومقابل خدمات جمركية. ما يلي هو ما تنشره هيئة الزكاة والضريبة والجمارك لعملاء المتاجر الإلكترونية، مختصرًا بلغة بسيطة. الأنظمة والحدود والرسوم تتغير، فارجع إلى صفحة الهيئة قبل أي طلب مهم.
ضريبة القيمة المضافة. تذكر الهيئة أن ضريبة القيمة المضافة تُحصَّل على شحنات المتاجر الإلكترونية في جميع الحالات إلا ما استثناه النظام، بغض النظر عن قيمة الشحنة.
الرسوم الجمركية. تُعفى البضاعة الشخصية من الرسوم الجمركية إذا كانت القيمة الإجمالية للمشتريات دون حدٍّ تنشره الهيئة، والقيمة الإجمالية تشمل قيمة البضاعة وأجور الشحن والتأمين. فوق ذلك الحد تُستحق الرسوم الجمركية.
مقابل معالجة البيان الجمركي. أصدرت الهيئة قواعد مقابل الخدمات الجمركية، ومنها مقابل لمعالجة البيان الجمركي لشحنات الأفراد الواردة عبر المتاجر الإلكترونية. تحقق من قيمته الحالية وشروطه في صفحة الهيئة.
دور شركة الشحن السريع. تلتزم شركات النقل السريع بتخليص الشحنات عبر مخلصيها المعتمدين، والهيئة لا تطلب رسومًا إلا بموجب بيان جمركي، وتقدم شركة النقل للعميل إيصالًا بالضريبة. اطلب الإيصال إذا طُلب منك الدفع عند التسليم.
وتوفر الهيئة ضمن خدماتها الإلكترونية حاسبة للرسوم الجمركية والضريبة، يمكنك أن تقدّر بها ما قد يُستحق قبل الطلب.

بعض المنصات تُضيف الضريبة في ملخص الطلب قبل الدفع. لا تفترض ذلك؛ انظر في ملخص طلبك: هل فيه سطر ضريبة مستقل؟ احتفظ بصورة من الملخص والفاتورة. فإذا طلبت منك شركة الشحن مبلغًا عند التسليم، تستطيع أن تسأل عن سببه وتطلب الإيصال، وأن تقارن بما دفعته فعلًا.
ما لا يمكنك طلبه أو يحتاج فسحًا
تنشر الهيئة قائمة بالسلع الممنوعة والمقيدة للأفراد. من أمثلتها في القائمة: الأغراض التي تحتوي على كاميرات سرية مثل الساعات والأقلام والنظارات، وأجهزة الليزر، والألعاب النارية. ومن السلع المقيدة: جميع الطائرات المسيّرة بالتحكم عن بعد، وتحتاج فسحًا من الهيئة العامة للطيران المدني، وكاميرات المراقبة وفق ضوابط محددة. راجع القائمة الكاملة قبل الطلب، لأن الشحنة المخالفة قد تُحجز ولا يعود لك ثمنها.

تذكر علي إكسبرس في صفحة «حماية المشتري» أنها تعيد المبلغ إذا لم يصل الطلب خلال نافذة التوصيل المذكورة في صفحة الطلب، أو إذا وصل مختلفًا عن الوصف، عبر فتح نزاع من صفحة الطلب. افتح النزاع قبل انتهاء النافذة، لا بعدها.
أخطاء شائعة
تقسيم الطلب إلى عدة طرود ظنًا أن ذلك يُعفي من الضريبة، بينما الضريبة تُحصَّل بغض النظر عن قيمة الشحنة.
نسيان أن الشحن والتأمين جزء من القيمة التي تُحسب عليها الرسوم.
تأكيد الاستلام في التطبيق قبل فحص المنتج، ما قد يُضعف موقفك في النزاع.
دفع مبلغ لرابط وصلك برسالة نصية «لتخليص شحنتك» دون التأكد أنه من شركة الشحن الفعلية.
مقارنة سعر المنتج الخارجي بالمحلي دون حساب الضريبة والشحن ومدة الانتظار وصعوبة الإرجاع.
قبل أن تقرر، قارن مع ما هو متاح محليًا في صفحة المنتجات والكوبونات؛ أحيانًا يكون الفرق أصغر مما يبدو بعد إضافة كل شيء.

Buying from AliExpress to Saudi Arabia: shipping, customs and returns
The price on the product page is not the whole story when you order from abroad. There is tax, there may be customs duty and service charges, a longer delivery and a harder return. This is what the official bodies say, and what to check before paying.
When you order from AliExpress or any store outside the Kingdom, the final amount can include more than the product price: shipping, VAT, and possibly customs duty and customs service charges. What follows is what the Zakat, Tax and Customs Authority (ZATCA) publishes for online-store customers, summarised in plain language. Rules, thresholds and fees change, so check ZATCA's page before any important order.
VAT. ZATCA states that VAT is collected on online-store shipments in all cases except those the law excludes, regardless of the shipment's value.
Customs duty. Personal goods are exempt from customs duty when the total value of the purchase is below a threshold ZATCA publishes; the total includes the goods, shipping and insurance. Above it, customs duty is due.
Customs declaration charge. ZATCA has issued fee rules for customs services, including a charge for processing the customs declaration of individuals' shipments from online stores. Check its current amount and conditions on ZATCA's site.
The express carrier's role. Express carriers clear shipments through their licensed brokers; ZATCA charges nothing except under a customs declaration, and the carrier gives the customer a VAT receipt. Ask for the receipt if you are asked to pay on delivery.
ZATCA also offers a customs duties and tax calculator among its e-services, which you can use to estimate what may be due before ordering.
Was the tax paid at checkout, or will it be asked on delivery?
Some platforms add tax to the order summary before payment. Do not assume it; look at your order summary: is there a separate tax line? Keep a copy of the summary and invoice. If the carrier asks you for money on delivery, you can ask why, request the receipt, and compare with what you already paid.
What you cannot order, or what needs clearance
ZATCA publishes a list of prohibited and restricted goods for individuals. Examples on it include items with hidden cameras such as watches, pens and glasses, lasers, and fireworks. Restricted goods include all remote-controlled drones, which need clearance from the General Authority of Civil Aviation, and surveillance cameras under set conditions. Read the full list before ordering: a non-compliant shipment can be held and its price not returned.

AliExpress's Buyer Protection page says it refunds orders that do not arrive within the delivery window shown on the order page, or that arrive not as described, through a dispute opened from the order page. Open the dispute before the window closes, not after.
Common mistakes
Splitting an order into several parcels to avoid tax, when VAT is collected regardless of the shipment's value.
Forgetting that shipping and insurance are part of the value duty is calculated on.
Confirming receipt in the app before inspecting the item, which can weaken your dispute.
Paying through a text-message link "to clear your shipment" without confirming it comes from the actual carrier.
Comparing an overseas price with a local one without adding tax, shipping, waiting time and a harder return.
