A big red percentage tells you nothing if the before price itself is not realistic. This guide explains how to read an offer, what the Ministry of Commerce requires, and how to keep your own price record.
Every discount has two numbers: the price before and after. The second is what you pay; the first is what makes the offer look big or small. If the before price was raised days before the season, or is a price the store never actually sold at, the percentage grows while what you pay stays the same. So the key question is not how big the percentage is, but what the price really was in recent weeks, and what other stores charge for the same model.
What the Ministry of Commerce requires of discounts
The Ministry of Commerce has announced controls on commercial discounts in shops and online stores, aimed at limiting fake and misleading offers. They include:
The shop or online store obtains a discount licence before announcing the discount.
The licence is displayed so the consumer can verify it by scanning its barcode.
Discounts are real and licensed, without trickery, misleading claims or price manipulation.
The discount percentage (from – to) is specific and clearly written.
Discounted items carry a price tag showing the price before and after.
The exchange and return policy during the offer is disclosed, and manufacturers' warranties on the items are honoured.
These licences are issued electronically through the Ministry's service and discounts system. In practice: look on the offer page for the licence or barcode, and scan it with your phone camera to see the store's details and the discount's type, percentage and duration. The controls can be updated, so check the Ministry's page for the current wording.
Keep your own price record
The best evidence that a discount is real is knowing the price before the season. This needs no complicated tools:
Save the product early. On the WESH Products page you can save a product and ask for an alert if its price drops below a figure you set. The alert tells you a price we saw; the final price is the one on the store's page at checkout.
Take a dated screenshot. A picture of the product page weeks before the season is enough to compare with whatever is later labelled the before price.
Compare the same model, not the same name. The full model number, capacity and colour can make two products with the same name differ in price. Match the code before comparing.
Work out the unit price. For consumables, a "discounted" large pack can cost more per unit than two small packs at their normal price.
One simple test saves a lot of arithmetic: compare the price after the discount at this store with the same model's price at another store without a discount. If the gap is small or nil, the offer is really a normal price under a red banner, whatever percentage is printed on it.

Common mistakes
Judging the offer from the advert rather than the product page itself.
Forgetting shipping: a bigger discount with paid shipping can end up costing more than a smaller one with free delivery.
Ignoring the return policy during the offer, which the controls require stores to disclose.
Keep screenshots of the price before and after, with the page link and date. The Ministry of Commerce receives commercial complaints through the Balagh Tijari app or the unified number 1900. The buying decision is yours: if you cannot confirm the current price is lower than it was, treat it as a normal price and decide on that basis.
Before you buy because of an offer
I know the price before the season from a screenshot, an alert or a comparison.
I matched the full model number across stores.
I found the discount licence or barcode, or asked about it.
I worked out the final total with shipping and fees.
I read the return policy for the offer period.
I would buy this item even without the offer.
