Your right to return and exchange online purchases in Saudi Arabia
Before arguing with a store about a return, know exactly what the law says: when you may cancel, who bears the cost, what the right does not cover, and what to do if delivery is late or the item arrives defective.
This guide summarises what official bodies publish about buying from online stores in Saudi Arabia; it is not legal advice. Laws and their regulations can be amended, and what counts is the text published on the legislation platform and the Ministry of Commerce's pages on the day of your problem.
The seven-day cancellation right: what the text says
The E-Commerce Law governs the relationship between online stores and shoppers. Its Article 13 provides that the consumer may cancel the contract within the seven days following receipt of the product, or following the contract for a service, as long as the consumer has not used the product, benefited from the service, or obtained any advantage from either.
In that case, that is, when the item is sound and you changed your mind, the consumer bears the costs arising from the cancellation, unless the parties agreed otherwise. So read the store's policy: some stores pay for returns themselves, which is an "agreement otherwise" in your favour.
The period starts at receipt for products, not at the order date.
The key condition: you have not used or benefited from the item. Keep the packaging, accessories and labels as they arrived.
The cost: for a change of mind it falls on you by default, unless the store's policy says otherwise.
What the cancellation right does not cover
The law excludes certain cases from this right. Among those it names:
Products made at the consumer's request or to specifications the consumer set.
Video tapes, discs and CDs that have been used.
Newspapers, magazines, publications and books.
A defect that appeared because of the consumer's improper handling.
Contracts for accommodation, transport or catering services.
Read the article on the legislation platform for the complete list and exact wording before relying on it. The exclusion does not mean you have no rights in these purchases; it means the seven-day change-of-mind right does not apply, and the booking or sale terms and the store's policy govern.
If the item arrives defective, different or late
Case
What the sources say
What to do
Defective, adulterated or counterfeit
The Ministry of Commerce states the consumer may return it and recover the amount paid
Photograph the defect on opening and write to the store
Not matching the specification or advert, or sent by mistake
The Consumer Protection Association summarises that it may be returned within seven days of receipt without any cost
Keep a copy of the advert or product page as it was when you ordered
Late delivery
The consumer may cancel if delivery is delayed more than fifteen days from the contract or the agreed date, unless otherwise agreed or caused by force majeure
Note the order date and the date the store announced
The law also requires the store to give the consumer an invoice showing each item's cost, the total including fees, taxes and delivery charges where they apply, and the delivery date and place. That invoice is the most important document in any dispute.
The store's policy: read it before paying
The law sets the minimum; a store can give more: a longer period, free returns, or a direct exchange. During sale seasons, the Ministry of Commerce's discount controls require stores to disclose their exchange and return policy for the offer period. Look for the policy before you order, not when you need it, and check:
How long the store accepts returns, and whether that starts at receipt.
Who pays shipping for a change of mind, and who pays for a defect.
How the refund is made: to the original payment method or as store credit, and within how many days.
Which sections the store excludes, such as underwear or opened products.
Request the return in writing through the store's official channels, with the receipt date and order number.
Attach photos, the invoice, and a screenshot of the return policy as it was when you bought.
If it is not resolved, report it to the Ministry of Commerce through the Balagh Tijari app or the unified number 1900; the Ministry notes there are no other websites for this, and that it never asks for card details or verification codes.
If you paid in instalments, tell the instalment provider too that you requested a return, and keep its reply. See the buy now, pay later guide.
Your list for every online order
I read the return policy before paying and saved a screenshot.
The store is authenticated, and I know its official contact channels.
I kept the invoice and the date of receipt.
I did not use the item before deciding, and kept its packaging and accessories.
I photographed any defect or difference on opening.
I know the seven-day right has exceptions, and read them in the text.
